Compressed Domain Spatial Scaling of Mpeg Video Bit- Streams with Comparative Evaluation

As more and more multimedia content is delivered and stored in the MPEG-2 format, there is an increasing interest in developing processing techniques that can be applied directly to the compressed domain. In applications such as video browsing, picture in picture and in the forthcoming broadcast of high definition digital television (HDTV) to the home there is a need for spatial downscaling of a video stream before transmission or storage. In this paper we introduce an efficient method to spatially scale MPEG-2 video in the compressed domain. We also present a comparative performance evaluation of compressed domain processing techniques. Simulation results indicate that the proposed scheme is faster than the current compressed domain methods while maintaining a comparable subjective quality.
